Attendance and arena size

I saw the arena seating information and attendance figures for shows. I found it really surprising. I'm not commenting on the value of house shows, only the attendance which seems to be a lot less than one would expect. Here are the numbers for 2015 so far:

Look at the lots of places that never drew a sell out however some of them seem like house shows and they normally do poorly for attendance. Here in Toronto they normally have the 2nd level in our arena empty compared if RAW comes to town. SmackDown does less some times. I have seen empty sections for SmackDown
