You should punish every offender you catch. To my knowledge there isn't a coach or team that has been caught doing something like this that was let off without a punishment. You aren't going to catch every murderer, but does that mean we should start letting those we do catch go free?

It happened. Unless someone comes up with a reasonable and satisfactory explanation for why and how it happened then yes it is a cover up or more accurately just sweeping it under the rug.
