A lot of people only watch one wrestling show a year, and it's Wrestlemania. They watch the show, figure it hasn't changed in the last decade because it's still largely all the same guys being used in the top spots, and then don't bother watching for another year because they've had their fill.
Put a guy like Styles in the main event and let him tear the house down, and suddenly those casual fans might turn around and say if this is one of the company's top guys now, maybe they need to tune in a bit more often. Because to them he's new and exciting and they'd want to find out more about him.
Put him in a match against Shane and they'll probably roll their eyes a little at Shane still wrestling, or at most get a bit of a nostalgia pop from it. But Styles won't be able to give the same kind of show-stealing performance against Shane, and might look bad if a slightly out of shape, grey-haired non-wrestler with terrible punches is competitive against him.
It's also worth noting that Shane did fuck all in the Survivor Series tag team match and he still nearly injured two of his opponents and managed to give himself a concussion. That's reason enough to not go putting this guy in matches against the company's best assets - he's a danger to himself and his opponents. Styles can probably help guide him through a match better than most, but it's still not a good idea.
