It doesn't really appear as though Tomlin interfered with the play, but you definitely don't stand that close to the field without having some sort of nefarious intent. So I'd say heavy punishments are warranted.

I've got to disagree Tim. Watch the play and two things happen: 1. Tomlin isn't just standing on the edge of the white, before he jumps back his right foot actually steps into the field of play right where Jacoby Jones is running. 2. Jones sees him and has to cut back towards the middle of the field, if Tomlin isn't there Jones stays right along the sideline and the Steelers don't have the angle to get him before he hits end zone.
