Doesn't matter if it's a swap. His point was that if they let Khedira go and put Kroos in his position they will struggle because Kroos isn't a good defensive mid. They still need a replacement for Khedira defensively even with Kroos added which is why they probably won't let him go.

I'm not so sure he's ready for that spot just yet, he's got a lot of promise but he's relatively unproven, I'd say he should go out on loan for a year and see how that goes.
I don't see why they'd be in a rush to get rid of Khedira, he plays a vital role in the team, just had a wonderful World Cup and he's still relatively young. They'd be mugs to let him go.

Terrible move for him, he should go to Juventus and pick up more global success in Italy.
The way he left Chelsea, pretty much single handedly dragging them through the Champions League and his last kick of the ball in a Blue shirt winning them the cup for the first time, was nothing short of poetic - he shouldn't soil his legacy with a few League Cup appearances and one or two run outs off the bench.
